as an alternative, I recommend that the
Schulze proportional ranking method should be used
and that the first S candidates (where S is the number
of seats) should be elected. For example A90, the
runtime to calculate the first S=12 candidates is
below 0.1 s.
This recommendation also has the advantage that it
is house-monotonic.
Only in 3 of the 66 examples in Tideman's database,
Schulze STV and Schulze proportional ranking lead to
different results:
- In example A10, Schulze STV chooses MNP. The first
S=3 candidates of Schulze proportional ranking
are AMP or MNP.
In example A13, Schulze STV chooses KT. The first S=2
candidates of Schulze proportional ranking are IT.
In example A34, Schulze STV chooses ABCDEFGHJKMN.
The first S=12 candidates of Schulze proportional
ranking are ABCDEFHJKLMN.
