Part one is on voting method for the general reader (more or less).
Part two is how to conduct an election (and exclusion) count, with
systematic re-counts, for statistical analysis, using four different
averages. --
It took me 14 years to develop it, on top of a lifetime study of voting
method.

It requires a computer count, following from Meek STV. This is for
specialists (more specialist than myself when it comes to coding) tho
nowhere (except the last stage) is the maths tricky. Just a blooming
great mass of arithmetic, even for the tiniest number of voters.
