To make sure BTR-IRV can never elect a covered candidate, use this tweak:
- Let C be the pairwise loser of the matchup between the two (demaining)
candidates with the fewest transferred votes.
- Eliminate C and every candidate covered by C if any exists.
- Repeat steps 1 and 2 until there is an undefeated candidate among the
uneliminated ones ... and then elect that candidate.
