What are some simple methods that accomplish the following conditions?

It reminds me of dyadic approval.
Notice that the last step (otherwise, elect the approval winner) can be
restated as "otherwise, flatten all of the remaining rankings except for
the approval cutoff itself, and elect the resulting ballot CW."
I'm not suggesting that it be defined that way, only to note the natural
consistency of the last step with the over all plan of flattening more and
more rankings at each step in search of a ballot CW.
It also reminds me of another method that we briefly explored in which
every ballot rank mark can be given a different strength as in
X>Y>>A>>>>>B>>>C>V>>>>W
It could be called "ranked ranks." Or using high resolution score ballots,
the number of chevrons in the ranking symbols would be proportional to the
score differences of adjacently rnked candidates.
Gradually flatten ranking symbols until there is a ballot CW based on the
remaining unflattened ranking symbols.

As something fairly simple I think I like this version of your "Idea 1":
-
If there is a CW using all rankings, elect the CW.
-
Otherwise flatten/discard all disapproved rankings.
-
If there is a "CW" based on the remaining rankings (i.e. the rankings
among approved plus approved over not approved)
then elect that candidate. -
Otherwise elect the most approved candidate.
That strikes me as something not too hard to explain or sell.
