Wells said there is one right way of doing voting method and any number
of wrong ways with enfeebling complications, fruitful of corruption.
He followed Thomas Hare and John Stuart Mill in his definition:
Proportional Representation with a single transferable vote, in large
constituencies.

I happen to agree with Wells’s assessment of the merits of STV, but I
wouldn’t dare to claim that I know beyond doubt that it’s beyond a shadow
of doubt the perfect way to vote — or that one exists.
