The best friend of a candidate Y is the candidate with the fewest losing
votes against Y ... or Y itself, in the case where Y is defeated by every
candidate except itself.

Best Friend Deference (BFD) is the method that, at each step, eliminates
the best friend of the MMPO candidate:

Repeatedly eliminate the best friend of the candidate with the Minimum
MaxPO among the uneliminatrd candidates.

Elect the last candidate to be eliminated ... OR ...
for a method with high burial resistance, make a sincere comparison between
the final two BFD candidates.
