Dear Abel, in section 10 of my paper, I propose an MMP method: https://arxiv.org/pdf/1804.02973.pdf Each voter has a district vote (section 10.2) and a party vote (section 10.3). In section 10.5, I recommend that, when a party X wins more district seats than is proportional, then a share of the party votes of those voters who helped party X win district seats should be counted as party votes for party X. Dear Markus, Thank you, I read the relevant section and I have to say it is a superior method in that only a fair share of these votes is locked-in. Is it already implemented in any MMP system you know of? It seems like a must-have mechanism for any two vote MMP, whether with a flexible number of seats or not.
