Smith//NEO would be a lot easier to implement than Plain NEO. NEO as the Condorcet completion method, instead of by itself. Smith// MMPO trades FBC for Smith. Not a bad trade, because you'd use a rank method for when people want or need to rank. Also, would avoid the bad- example. ...&, used with fewer candidates, there's less scope for other bad-examples.
